During the Government session chaired by Prime Minister Olzhas Bektenov on the measures taken to control the importation of vehicles into the country reported the Minister of Finance Madi Takiyev.
According to the Minister, for 10 months of 2024, 143 thousand vehicles were registered, on which 291.4 billion tenge of customs duties and taxes were paid. 80 per cent of them are passenger vehicles.
In order to eliminate the importation of cargo vehicles that do not comply with technical regulations, a joint order between the Committees of State Revenue and Technical Regulation and Metrology of MTI ‘On the interaction of state revenue authorities and technical regulation and metrology’ was developed and adopted.
Within the framework of this document, joint customs inspections are carried out with employees of territorial bodies of the Committee of Technical Regulation and Metrology with the involvement of accredited organisations.
"As of 1 November 2024, the risk profile worked on 1,532 customs declarations. Joint customs inspections were carried out in respect of 2,577 cargo vehicles, the results of which established 99 facts of violations of technical regulations. 33 administrative materials were drawn up and 2 criminal cases were initiated," Madi Takiyev reported.
At the same time, in case of revealing inconsistency of issued permits, the Ministry sends information to the authorised body to take measures against unscrupulous testing laboratories and conformity confirmation bodies.
Also, in order to take measures on the use of vehicle type approval exclusively by legal entities, format-logical control is established, which excludes the possibility of using approved types of vehicles by unscrupulous participants of foreign economic activity.
At the same time, a press release regarding the introduction of this measure has been prepared and published in order to avoid social tension. The territorial bodies of the State Revenue Service, the Committee for Technical Regulation and Metrology carry out explanatory work with participants of foreign economic activity and individuals by holding round tables with the participation of representatives of NCE "Atameken".
Together with the Ministry of Trade and Integration, an algorithm has been developed and signed, which provides for sending motor vehicles to cities of regional and national importance, where there are stationary laboratories for testing and obtaining a certificate of safety of vehicle design and approval of its type with the subsequent completion of the customs procedure.
"On the issue of customs clearance of vehicles imported by individuals from third countries, exclusively for personal use on the passenger customs declaration there are risks of legislative and other nature," the Minister said.
In this regard, the issue requires further study together with the ministries of Industry and Construction, Trade and Integration.
Separately, the Minister reported on the control of imports of goods from the EAEU countries, within the framework of meetings of the Situation Staff. The Ministry included 10 companies-importers of dairy products in the risk management system, as well as provided interaction with the Committee of Veterinary Control and Supervision of the Ministry of Agriculture and the Committee of Sanitary and Epidemiological Control of the Ministry of Health.
As part of the interaction, state revenue authorities inform territorial inspections of the Committee of Veterinary Control and Supervision and the Committee of Sanitary and Epidemiological Control about the arrival of vehicles with dairy products and the need to take samples for research.
"Since 14 May this year, information on 2,449 motor vehicles with dairy products has been transferred to the Committee for Veterinary Control and Supervision at the border with the EAEU countries. This issue is under constant control and further work will be continued," Madi Takiyev summarised.
